Highline and Federal Way School Districts: Enrollment Logistics

Enrollment logistics for the Highline and Federal Way school districts: the multi-city service areas, address verification, registration, and timing.

By Manaky

Two districts cover most of the airport corridor and the southwest corner of King County, and neither matches a single city. Highline Public Schools serves a band of cities along the Sound — Burien, SeaTac, Des Moines, Normandy Park, and the unincorporated White Center area — while Federal Way Public Schools serves Federal Way plus portions of neighboring cities, including parts of Des Moines, Kent, and Auburn. Notice the overlap zone: Des Moines alone splits between districts. If you’re house-hunting anywhere in this corridor, the district question is decided by the boundary map, not the city on the listing. As always on this blog, what follows is process only — no ratings, no rankings. School fit is personal; we point at official data and mechanics.

Highline: one district, five-plus communities

Highline’s footprint runs along the Sound from White Center down through Burien, SeaTac, Normandy Park, and part of Des Moines. Practical consequences:

  • A Burien, SeaTac, or Normandy Park address very likely feeds Highline schools — but verify, because edges exist.
  • Des Moines addresses must be checked individually; the city splits between Highline and Federal Way.
  • The district’s address lookup returns both the district confirmation and the attendance-area elementary, middle, and high school. Cross-check with county GIS using the workflow in our King County boundary guide, and call the enrollment office for anything near a line.

Federal Way: bigger than Federal Way

Federal Way Public Schools covers the city of Federal Way and reaches into neighboring cities — parts of Des Moines, Kent, and Auburn carry Federal Way school assignments. The same verification drill applies, with one addition: this corridor has seen growth and redevelopment, so ask the district whether any attendance-boundary changes affecting your address are under review. Boundary reviews follow a public process you can monitor before you buy.

Registration in either district

The document shape is the same across Washington; the current details live on each district’s enrollment page, which is the only list to trust:

  • Residency proof at the in-district address — each district publishes its accepted documents.
  • Student records — birth-date verification, immunizations meeting state requirements, prior school records.
  • Program paperwork — special education, multilingual services, and similar programs run their own intake and can place a student outside the attendance-area building. Contact the district office early; both districts serve communities where multilingual family services are a well-developed part of the enrollment operation, so ask what’s available.

Mid-year arrival? Both districts enroll on a rolling basis, with sequencing that differs from fall — our Washington mid-year enrollment guide covers records transfer and start dates.

Transfers, choice, and the calendar

Both districts run in-district transfer and choice processes inside annually announced windows, decided by capacity under published priority rules. The advice doesn’t change by district: verify current windows with the enrollment office, read the priority rules before applying, and never let a home purchase depend on a transfer request being granted.

Evaluating schools without a ranking site

OSPI’s statewide report card publishes official data for every public school in Washington — same source, both districts. Then go local: tour the schools, ask the logistics questions that actually run your week (before/after-school care availability and waitlists, bell times against your shift, bus eligibility for the exact address), and drive the school run at the real hour.

For the housing side of this corridor, start with our Burien real estate guide and Federal Way real estate guide — different stock, different price tiers, different commute math. Different agent fees, too: pricing varies agent to agent, and Manaky is a free platform where Greater Seattle agents publish theirs side by side. Join the waitlist and compare before your first call.
